Board Of Commissioners

The Dolton Park District’s mission is “to provide recreation and leisure opportunity for the health and wellbeing of the community”. Policy-making and legislative authority are vested in the Dolton Park District Board of Commissioners, which consists of five Commissioners. The Board is elected on a nonpartisan, at large basis. Commissioners are elected to staggered six-year terms. This governing body is responsible, among other things, for passing ordinances, adopting the budget, appointing committees, and hiring the Park District Executive Director. The Executive Director is responsible for carrying out the policies and ordinances of the Board, for overseeing the day-to-day operations of the Park District, and for hiring qualified and professional employees.

Cleophus “Cleo” D. Jones, President

Cleo's Bio

For over twenty-five years Cleo D. Jones has been a resident of the Village of Dolton, IL. In 2011 Jones was elected to the Dolton Park District Board of Commissioners and currents serves as the Board Presidents.

Jones desire to give back to the community with resources and create a safe space for the youth to proper encouraged him to become a commissioner. During his time as a Board Member, Jones has received numerous awards including, Master Board Member and Ten-Year Service Award from the Illinois Association of Park District (IAPD).

Jones resides in the Village of Dolton, IL with his wife Kimberly of thirty-four years. Together they share four children and three grandchildren. As a resident of the Village of Dolton, IL, Jones served as a coach and mentor for the Dolton Bears, Dolton Parks Grade School Basketball League, and Dolton-Riverdale Baseball League for over fifteen years earning him the Dolton Park District Steve Naddy Volunteer Award. Jones also served on the parent association for the District 205 Thornridge High School band.

Jones is currently employed with the Village of Calumet City.

Gail Towers, Vice President

Gail's Bio

For over forty-two years Gail Towers has been a resident of the Village of Dolton, IL. In 1999 Towers was elected to the Dolton Park District Board of Commissioners and currents serves as the Board Vice Presidents.

Towers attributes her desire to become a Dolton Park District Board of Commissioner to her family ties. Towers children have been involved in baseball, football, and Girl Scouts at the park district and her goal is for the park to flourish and circle back to its foundation with programs, community outreach, and educational services. During her time as a Board Member, Towers has received three service awards for Ten-Year, Fifteen-Year, and Twenty-Year from the Illinois Association of Park District (IAPD).

Towers resides in the Village of Dolton, IL with her husband Houston. Together they share four children and six grandchildren. Towers continues use her platform to educate the residents local home management. Towers is also a dedicated community volunteer and has had two successful restaurants in the Village of Dolton, IL.

Towers is currently employed with the Cook County Assessors Office.

Kyle Rochelle, Commissioner

Kyle's Bio

For twenty-three years Kyle Rochelle has been a resident of the Village of Dolton, IL. In 2021 Rochelle was elected to the Dolton Park District Board of Commissioners where he became the youngest African American commissioners elected to the board.

Rochelle aspires to being his resource and utilizing his youthful ideas to being more activities to the park. Rochelle grows up in Dolton Park District being involved in several programs including Summer Camp.

Rochelle is currently employed with Thornton Township.

Willis A. Harris III, Commissioner

Willis' Bio

Willis A. Harris III was elected to the Dolton Park District Board of Commissioners in 2023.

Harris III would like to bring cross-generational and cross-cultural programs to the Dolton Park District. Harris III strives to generate funding through grants that would allow Dolton Park District to provide affordable programs. Harris III also would like to generate funding sources through State and Federal Grants.

Harris III has been a resident of Dolton, Illinois since 1980 and attended Berger-Vandenberg Elementary School. Harris III attended Dirksen Middle School and graduated from Thornridge High School. Harris III attended Mississippi Valley State University where he studied Computer Science & Criminal Justice.

As a resident of the Village of Dolton, IL, Harris III lead Campaign Assistants for Cook County Board John Stroger. Harris III coached Little League Baseball and Basketball, “Travelling Allstar and Youth League”, and organized and worked with the Shaw Youth Program.
